Car Delivery Tests: Know the Terms, How to Register, as well as the Costs

You may already be familiar with the annual tax extension for those who own a four-wheel vehicle. However, in addition to extending the STNK and paying annual taxes, especially for owners of transportation vehicles (both freight and passenger-based vehicles), they are also required to have a KIR test card as an official permit. This is based on Regulation no. 22 of 2009 concerning Road Traffic and Transportation Article 53 paragraph 1 and paragraph 2 which is written to explain what specific activities are carried out during the test. This is not only in regards to the aforementioned regulations though; the eligibility test requirements are also regulated in articles 54 and 55 as well as in the Regulation of the Minister of Transportation of the Republic of Indonesia Number PM 133/2015. Vehicles that do not carry out the Kir test will be subject to sanctions, in accordance with Article 76 paragraph 1 of the LLAJ Law with four types of sanctions, namely written warnings, payment of fines, suspension of permits, and revocation of permits.

Vehicles Required for the Test

In the beginning, the only cars that were required to carry out the Kir test were yellow-plated vehicles, but now this function has also been transferred to passenger vehicles. Which vehicles are required to carry out the Kir test?

  • Buses. Bus is one type of vehicle that meets the criteria for the mandatory Kir test because it is useful for large numbers of passenger vehicles.

  • Taxis and online motorcycle taxis Although not as many as buses, taxis are also a vehicle for transporting passengers. For that taxi owners need to do the Kir test. Likewise with online taxis or online motorcycle taxis that function for cars with human passengers.

  • Rental car. For car rental owners, don't forget to do a Kir test of the vehicle you have

  • City transportation or public transportation. As a mode of transportation for transporting passengers, angkot that is still in use is required to perform a Kir test in order to operate.

  • Travel. In order for passenger comfort to be accounted for, travel cars that have routes are required to carry out a car Kir test considering that they carry a lot of passengers.

  • Special vehicles. Vehicles that have additional trailers or tempeh, for example trailer trucks, trailers, and the like are also required to carry out a kir test.

  • Pick up car. As a vehicle used for business, pick up cars are required to do a kir test. This aims to test whether the pick up is worth driving on the highway or not.

  • All types of trucks. Truck vehicles such as dump trucks, tanker trucks, and other types of trucks are required to perform a Kir car test because this car is intended as a passenger vehicle.

  • Double cabins. Usually the type of double cabin car is used to transport passengers. This vehicle is required to perform a Kir test before being used on the highway.

What are the requirements for the Kir Car Test?

As a car owner, you need to make sure that the car you are using does not endanger the driver or other road users. For that, the Kir car test needs to be done. After knowing the types of vehicles that are required to perform a Kir test, you also need to know what are the requirements for carrying out a car Kir test.

  • Make sure the vehicle is in good condition first.

  • Prepare vehicle registration and BPKB.

  • Prepare a photocopy of the ID card of the vehicle owner or driver.

  • Prepare a power of attorney if the Kir test is carried out by someone else or not the direct owner.

  • Prepare Type Test Certification for those of you taking Kir's test for the first time.

  • Bring an old Kir book for those planning on an extended Kir test.

  • If you do the kir test outside the region, then you need to prepare a letter of recommendation from the original Transportation Department to do the kir test outside the region.

  • Prepare a route permit for public transportation.

  • Fill out the test form.

  • Bring proof of payment for the kir test.

How to Apply for Car Kir Test

After you have prepared the requirements needed to carry out the Kir car test, after that you only need to register. There are two ways to register, namely offline by coming directly to the local Department of Transportation office or online through the website and application. The following is the procedure for registering a car Kir test both online and offline.

How to Register for a Car Kir Test Offline

  • It was previously mentioned that you can register for a car Kir test offline, here's how.

  • Visit the nearest Transportation Service office from your location, then come to the registration counter.

  • Fill in the registration form and specify a vehicle test schedule.

  • If you have got Kir's test date, go to the test location with a predetermined schedule.

  • Don't forget to bring all of Kir's documents or test requirements.

  • The testing process will be carried out in accordance with the provisions of the procedure. After that you can take proof of passing or certification of passing the Kir test.

  • Vehicles that have passed the Kir test will be given a sticker that can be affixed to the windshield of your vehicle.

How to Register for Kir's Test Through the Application

In addition to being offline, registration for the car Kir test can also be done online, one of which is through the application. Here's a complete guide.

  • Download the DLLAJ e-Kir application owned by the Department of Transportation. The name of the application differs according to the respective regions. For example, Jakarta residents can use the eKIR Jakarta application on the PlayStore.

  • Register in the application by entering your email, username, password, and username.

  • Choose Kir's test service.

  • Fill in the service registration form according to the requested data, such as the test date, vehicle owner data, and vehicle data to be tested.

  • Click register then wait for the verification process from the Department of Transportation

  • Kir's test schedule information will be provided; after this, come to the test site according to the schedule.

  • Carry out the testing process.

  • Kir test results will be sent via the app.

 How to Register for the Kir Test via Website

You can also register for the Kir test through the website if you don't have time to come in person or have problems registering through the application. Registration for the Kir test can be done through the website ngekironline.co.id. The following are the steps to register for a Kir car test through the website.

  • Visit the ngekironline.co.id website.

  • Select Test Registration and fill in Destination Province, Destination CLA, and select application service (new application, renewal, test ride, and others).

  • Click Register and then fill in the vehicle data form, test date, vehicle owner data.

  • Attach all the required requirements.

  • Make payment of exam fees.

  • Come to the test location that has been determined then evaluate the test results.

  • Car Kir Test Procedure

 After knowing the requirements and how to register for the Kir test, you should know the stages or procedures that will be carried out. This procedure has been regulated in Law no. 22 of 2009 concerning Traffic. Here is the Kir car test procedure.

Pre-test stage

At this stage, you are required to submit all the Kir test requirements documents that have been previously informed. Later the examiner will check the correctness of personal data and vehicle data by checking the frame number and vehicle engine number.

Officers will also conduct visual tests and non-mechanical inspections. For visual tests, officers will check the condition and completeness of the vehicle to find out whether the vehicle still meets the requirements or not. After that, the Kir's feasibility test stage is carried out to get a permit to use it on the highway.

  • smoke tester
    The second stage is a smoke tester. This test is useful for knowing the level of thickness of vehicle smoke in diesel engines and testing carbon dioxide levels in cars that use gasoline.

    Side slip tester is a Kir test procedure which aims to check the safety and feasibility of the front wheels of the vehicle to drive on the road.

  • Axle road
    Axle road is a Kir test stage to weigh the vehicle's weight in an empty or unloaded condition.

  • Brake tester
    The brake tester is the most important component in conducting a vehicle Kir test. The tester will ensure the appropriateness of the vehicle's brakes to ensure safe driving on the highway.

  • Speedometer tester

    The last stage is the speedometer tester. This procedure will measure the speedometer inequality value on the vehicle.

Those are the procedures that are carried out during the vehicle Kir test. Through these stages, the vehicle will be assessed whether it is suitable for use on the highway or not. After the test result file is declared passed, you will be asked to pay a test fee to get Kir's book and installation of side signs. Meanwhile, if the vehicle is declared not to pass, you need to make vehicle repairs before use.
