What is ERP
ERP or Electronic Road Pricing is a system implemented to control traffic. This system aims to reduce road use to a point where road use does not exceed the capacity of the existing road. The implementation of this electronic paid road system will be applied to certain road sections at certain times. This is useful for increasing the efficiency and effectiveness of space use and controlling traffic movement on the highway.
This ERP system is different from the toll fee imposition system. ERP is enforced on highways in certain areas, while the toll system is only enforced on special roads. The imposition of fees or burdens of ERP will be imposed on car and motorbike drivers for congestion caused by vehicle density. Each vehicle that passes on a certain road and at a certain time will be charged. Therefore, ERP is also better known as "Congestion Pricing" or congestion costs.

Purpose of Implementation of ERP
Quoting from the website of the DKI Jakarta Transportation Agency, the implementation of the ERP system has several objectives as follows:

The implementation of the Electronic Paid Road System is carried out to manage the traffic situation and let movement and traffic to run regularly within the road capacity.

Implementation of ERP in DKI Jakarta Province is one of the Action Plans in the Core Activities in the Transportation Sector to reduce Greenhouse Gas emissions (refer to Appendix I of Presidential Regulation of the Republic of Indonesia Number 61 of 2011).

Implementation of ERP is part of a traffic control program (Transport Demand Management – TDM) that can be developed and implemented as one of the supporting policies in supporting the transportation system.

Revenue generated from the implementation of the Electronic Paid Road System is only used for costs of improving mass public transport services that use roads and improving road traffic performance (earmarking policy).
How ERP Works
The ERP system uses an electronic device called an In-Vehicle Unit (IU) or On-Board Unit (OBU) which is installed in each vehicle. The electronic device has a function to measure the distance traveled and the travel time of the vehicle. In accordance with the results of these measurements, fees will be accumulated in accordance with the applicable rates.
When a vehicle passes through a certain road or fee collection gate, the electronic device in the vehicle will convey information to the fee collection system located on that road. The rates charged of course vary depending on the amount of distance and time traveled by the vehicle. The fee will be displayed by an electronic device in your vehicle so you can check and pay it easily.
ERP Payment Methods and Tariffs
This ERP system is still new so you may still not know about the regulations clearly. However, you don't have to worry because the rates, time, and method of paying for the ERP are listed in the DKI Jakarta Electronic Traffic Control (PPLE) Raperda. In accordance with Raperda PPLE article 10 paragraph 1, ERP will be enforced every day from 05.00 WIB to 22.00 WIB. The fare for crossing a paid road or ERP will be charged to drivers starting from Rp. 5,000 to Rp. 19,900 according to the recommendation from the DKI Jakarta Transportation Agency. As for article 16 of the Raperda PPLE which explains the costs for violators of the system. A fine that will be imposed is 10 times the normal ERP rate, which will then be transferred to the regional treasury account.
This ERP payment system can be done in 2 ways, namely through the On Board Unit (OBU) or a special account. The following are ERP payment methods:
1. Through the On Board Unit (OBU)
Every vehicle must have an electronic device called an On Board Unit (OBU). Apart from measuring the distance traveled and travel time of the vehicle, this device can be used as a payment system. The OBU device can be loaded with electronic money which will automatically pay your vehicle's ERP tariff when it passes through the ERP road.
2. Through a Special Account
This account is specifically created to make ERP payments. After creating a special ERP account, you as the vehicle owner will get a special identity or ID. If the balance in the special account runs out, you can make a direct transfer from your other account to the ERP special account. Make sure your account always has enough balance so you don't incur a fine.
ERP Trial Site
Based on the DKI Jakarta PPLE Raperda, the ERP system trial will be implemented in 25 DKI Jakarta roads. The following are some of the roads that will be used for trials of the paid road system:
